Temporary agricultural labor certification determinations are made by the Administrator, Office of Foreign Labor Certification
(OFLC)in the Department of Labor's (the Department or DOL) Employment & Training Administration (ETA), who, in turn, may delegate this responsibility to a designated staff member; e.g., a Certifying Officer (CO).
